Since the Village Hall meeting on 29th July, a lot of work has been done on the legal issues required for the building of a new hall and also with the change of the Village Hall’s status. Discussions have also taken place with Big Lottery Fund concerning the procurement policy for the construction of the new Village Hall. As a result of this, we have appointed a Quantity Surveyor and the formal tendering process for building works is under way.
The Village Hall is now a Registered Charitable Company Limited by Guarantee called ‘Helsington & Brigsteer Village Hall’, Reg. No.1131993, and is registered as such with the Charity Commission. This gives a greater amount of protection to the board members but the objects of the charity remain just the same. All of the former elected committee members have agreed to be directors of the company.
In order for residents to be able to participate in the future of the charity you are asked to become members of the Company by signing and returning the enclosed application form. (Not required if you signed a form at the meeting.) In doing so you will commit yourselves to a payment limited to £1.00 in the event of the failure of the Company! Members will be able to vote at Annual and Extraordinary meetings of the Company.
Legal issues regarding land are now resolved and the necessary transactions will be activated when BLF are able to release the money.
The Forestry Commission kindly agreed to fell many of the trees on their land to clear the site ready for the builders.
Inevitably, perhaps, the complex processes involved in bringing the project to fruition have taken rather longer than first anticipated but the Village Hall’s board is now confident that they will be in a position to commence building in January or early February 2010.
